   阿里巴巴联合创始人兼董事长蔡崇信称，开源是欧洲实现技术独立与 AI 主权的唯一途径，欧洲应利用工业数据训练并自运开源模型，同时认真建设数据中心以补齐算力短板。他称阿里巴巴将业务收窄至电商与全栈 AI，每年用约 $25bn 电商自由现金流投入 AI，过去三年计算基础设施资本开支每年翻倍。巴黎的 Mistral 于周二发布开放权重的 Large 4 模型；阿里云今年 6 月在法国开设数据中心。
